Yes. Meshtastic operates in license-free ISM bands. No ham license required.

"Is this just for hobbyists?"

No. While the software is open-source, the hardware is used by emergency volunteers, rural operators, preppers and homesteaders, and remote workers and landowners.

"Do I need programming or radio experience?"

No. If you want to go deeper later, you can — but you don't have to.
